If you live outside of France and you have had a salaried job in France and/or overseas, you can submit a pension application to Carsat Hauts-de-France if:
- You live in Belgium or the Netherlands.
- You live in another country that isn’t Belgium or the Netherlands and
- Carsat Hauts-de-France dealt with your pension before 2008, and you now want to apply for another entitlement (survivor’s pension, means-tested supplementary pension, supplementary invalidity allowance, flat-rate supplement for dependent child, etc.)*.
or
- you had already submitted a first pension application to Carsat Hauts-de-France which was refused
In 2020, 6.6% of insureds were living overseas and affiliated to Carsat Hauts-de-France.
Since 2018, the National Pension Fund has conferred on Carsat Hauts-de-France the role of reference branch for Belgium and the Netherlands.
Thus, to facilitate your retirement, Carsat Hauts-de-France is responsible for the collaborations with the Belgian and Dutch bodies.

I live in Belgium or the Netherlands
Carsat Hauts-de-France has developed a very close partnership with the Federal Pensions Service (SFPD) in Belgium, and the Sociale Verzekeringsbank (SVB) in the Netherlands. These partnerships are governed by administrative cooperation agreements.
In that context, the French, Belgian and Dutch bodies collaborate:
- in seeking solutions to accelerate the processing of applications by social insureds who have worked in the two countries;
- in training the staff of the French, Belgian and Dutch bodies responsible for dealing with the public and processing the French-Belgian and French-Dutch applications;
- in holding international information days on pensions targeted at people having worked in these countries or who are considering doing so.
- This collaboration also makes it possible to create and provide the documentation in English and in Dutch on the Carsat Hauts-de-France website, enabling you to better understand how your pension works in the context of the application of EC rules, in the French-Belgian and French-Dutch contexts.
Who can receive the pensions benefits of the French general scheme ?
Any person having had a salaried activity in France.
What benefits ?
The personal pension, the survivor’s pension, the means-tested supplementary pension*, the
supplementary invalidity allowance, the flat-rate supplement for dependent child*, etc.

When ?
- From the age of 55 for the survivor’s pension,
- From the age of 58 for the personal pension, subject to certain conditions (number of quarters acquired by the salary, condition of age of starting work, etc.), which we call the early pension for long career,
- From the age of 62 at full rate subject to certain conditions (number of quarters acquired following year of birth, unfitness for work, etc.), or at a reduced rate if the conditions for full rate are not fulfilled,
- NB: Impact of the pensions reform from 01/09/2023 and for generations born on or after 01/09/1961,
- At the age of 67 at full rate.
How ?
- By contacting the Federal Pensions Service (SFPD) for Belgian residents, or the Sociale Verzekeringsbank (SVB) for Dutch residents) 6 months before your retirement date
- By submitting your application via the pensions website if you have only worked in France or if your last job was in France, no earlier than 6 months before your retirement date
